When students graduate from high school, they do one of two things: go on to college to pursue a career through higher education OR join the workforce.
Few would argue the point that very little is done to prepare students for the workforce because schools are simply not equipped to provide that "service." This is because the "business" of education has been historically focused on academics and not necessarily career development. We see this today with the Elementary and Secondary Education Act; schools are not assessed on how well they are preparing students for the workforce, rather, whether or not students are equipped with the right knowledge in core subjects as demonstrated by the Common Core Standards.
Even with the emphasis on academics, it is believed by many that students are not even prepared for college. According to a recent survey (The Purpose of Public Education), 72% of 100 responders stated they did not believe students were ready for the workforce upon completion of high school and 72% said they were not ready for college.
